The foreign press has given considerable attention to the laying off of surplus government workers and the expansion of opportunities for self-employment. But there are also other vital aspects to the changes, such as the expansion of cooperatives and the decentralization of what had been a highly centralized bureaucratic system. All this and more were explored by Dr. DuRand, who has been leading educational trips to Cuba for over 20 years.
